Open Question: Is it possible for someone to cancel your travel visa?

A friend of mine is fleeing from a situation with her family. She needs to leave the country- but a family member waylaid her and stole her passport and visa. The visa is an electronic one, so she intends to replace the passport and hopefully proceed with plans.
